About the Municipal Service Center
Our employees are dedicated to maintaining the City’s infrastructure which includes landscaping, streets, water distribution, wastewater collection, as well as maintenance of City fleet.
During the third week in May, the MSC hosts Public Works Awareness Week where school children and adults are invited to tour our facility and learn more about the work we do to maintain the City as we celebrate APWA National Public Works Week.
Residents of all ages are shown how we clean wastewater lines, how a water meter works, how beneficial bugs are used, graffiti removal, and other functions performed by City staff. Each year we entertain and teach approximately 1,500 people. Reservations are required to attend our event. To make reservations, please email PublicWorksMSC@toaks.org.
Services We Provide
Administration
Our Administrative staff are here to assist you with requests for maintenance or repair of City infrastructure. We will answer questions or concerns, create work orders for staff to perform maintenance, and dispatch staff during urgent matters. Customer service is our top priority at the MSC. Fleet and Facilities
Our Fleet Division provides preventative maintenance and repair for the City’s 200 vehicles and 380 pieces of equipment to ensure safe maintenance and reliable operation. One-third of our fleet runs on alternative fuel. Fleet also maintains a Compressed Natural Gas (CNG) fueling station. This public CNG station helps keep our air clean; CNG is a “clean fuel” that emits fewer air emissions than gasoline. The City has made a commitment to use alternative fuels in as many vehicles as possible in an effort to reduce ozone-forming tailpipe emissions.
Landscape
The Landscape Division provides landscape maintenance at City facilities, medians, and parkways throughout the City, which includes irrigation, tree maintenance, overseeing landscape contract maintenance, and an annual weed abatement program. Streets
The Street Division maintains the street infrastructure, which includes roadways, street signs, concrete sidewalks, curbs and gutters, and storm drains. Street sweeping service is contracted out and is a major function of keeping streets clean, and debris out of our storm drains. Learn more about street sweeping>>
Wastewater
The Wastewater Division provides a safe and reliable wastewater collection system for the residents of Thousand Oaks. The wastewater collection infrastructure runs on an ongoing cleaning cycle with over 503 miles of wastewater collection mains and 6,500 manholes being maintained from the west end of Newbury Park all the way to North Ranch in Westlake Village.
Water
The Water Division is responsible for the operation and maintenance of the City’s water storage and distribution system. This includes the operation of 16 reservoir storage facilities, 15 pump stations, and two groundwater wells. The City of Thousand Oaks Water Division is one of three water purveyors in the City of Thousand Oaks.

Are you experiencing a sewer backup or blockage?
Please call (805) 449-2499. Dispatched personnel will inspect the sewer main pipeline.
- If the blockage is found in the City’s main pipeline, we will clear it.
- If the City’s main pipeline is clear and flowing normally, we will inform you that the problem is in your private sewer lateral and that you might need to contact a plumber to help you repair the issue.
Schedule Preventative Maintenance
It is important for property owners to schedule preventative maintenance of their sewer lateral pipeline and stay alert of potential blockages. If you find yourself in need of a plumber, residents have several options. You may contact your homeowner’s insurance company for a referral or a local service line warranty program.

For a premium, private companies may provide financial assistance. Premiums, deductibles, and coverage levels vary. We have made available a list of private companies offering service line warranties or insurance in Thousand Oaks. Before selecting a company, be sure to obtain a quote in writing and ask for references.
