Utility Financial Plans & Rates
The City of Thousand Oaks is one of two wastewater purveyors and one of four water purveyors serving residents and businesses in the Conejo Valley. The City-operated utilities are public enterprises managed by the Public Works Department, with utility billing and customer service managed by the Finance Department. The City serves approximately 38,000 wastewater customers and 17,000 potable water customers.
To support operating in a fiscally responsible and prudent manner, and to ensure that the City remains one of California's most desirable places to live, work, visit, recreate, and raise a family, financial plans for wastewater and water utilities are prepared and provide the framework for rates.
WATER AND WASTEWATER UTILITY RATE SETTING
On October 12, 2021 City Council adopted water and wastewater utility financial plan updates and a water cost of service study. These plans provide the framework for proposed rate adjustments in 2022 and 2023. A Public Hearing was held on December 14, 2021 for rate adoption. Pursuant to Prop 218, notification letters were sent to all affected property owners, utilizing the mailing address shared with the City, by the Ventura County Recorder's Office.
