PROJECT DESCRIPTION

In early 2016, the City obtained the services of a consultant to investigate, develop, and analyze intersection control alternatives for the Lawrence Dr. and Teller Rd. intersection in Newbury Park. The current configuration is all-way stop with four approaching direction, which are not fully aligned with each other. As part of the City’s signal prioritization plan, the City has recognized that the intersection has met traffic signal warrants due to traffic volumes since 2009. The traffic counts are steadily increasing as the result of commercial developments and biotech industry expansion, and the intersection control is now needed. 

One of the recommended intersection alternatives in the final 2016 analysis report was to signalize the intersection along with road realignment and widening.

The project consists of widening and realigning Teller Road at Lawrence Drive to align the eastbound and westbound lanes; constructing roadway pavement, sidewalk, crosswalk, curb, gutter, and curb ramps; installing traffic signals, signing and striping; and landscaping and irrigation. 

The project will widen the paved width of Teller Road from 40 feet to 64 feet, and create a dedicated signalized left turn lane on Teller Road. 

PROJECT TIMEFRAME

Construction was awarded to Toro Enterprises, Inc. on 1/11/2022. 

The project was completed February 22, 2023.

$1,047,500 – Adopted Developer Fees Fund Budget

$1,181,300- General Fund Budget

• Sidewalk and Curb Ramp Construction: 
  • Improve pedestrian safety
  • Improve pedestrian crossing at intersection 
  • Meet federal compliance with ADA requirements
• Road Widening and Intersection Signalization:      
  • Improve vehicle safety 
  • Widen Teller Road to 64 feet
  • Eliminate Teller Road offset and standardize the intersection 
  • Signalize the intersection with protected left-turn phasing on Teller Road, improving the intersection operation

PROJECT IMPACTS

-This project will improve visibility and increased capacity of Teller Rd. through lane as well as improvements for pedestrian safety with addition of crosswalks and lighting.

-By aligning eastbound and westbound of Teller Rd. at its intersection with Lawrence Dr. this project ensures consistency of intersections throughout the City.
