City Announces New Community Development Director

The City of Thousand Oaks announced today that Kelvin Parker has been selected to serve as the City’s next Community Development Director. In this critical role, he will oversee planning, building, code compliance, and housing. Kelvin, who has served as Deputy Community Development Director since March 2018, will succeed Mark Towne, who is retiring after almost 29 years with the City.

Commenting on the leadership transition, City Manager Andrew Powers said “Kelvin’s combination of broad industry knowledge, professional experience, affable demeanor, and forward-thinking mindset are the right blend of skills for our Community Development Department’s next chapter. At a time when the City is managing unprecedented challenges from COVID response to state-issued land use mandates, I am confident that Kelvin’s style and approach will be tremendous assets to the organization and Thousand Oaks community.”

Over the past 20 years, Kelvin has held leadership roles in public and private sector Community Development settings. He has experience in current and advanced planning, redevelopment, code compliance, CEQA, and the building industry. He has been recognized with awards for his efforts in both planning and community engagement. Kelvin earned his bachelor’s degree in political science from UC Irvine and a master’s degree in public administration from CSU Fullerton.

I look forward to establishing additional relationships and continuing to serve the community in a new capacity”.

Kelvin is married to his wife, Dawn, and has 2 daughters, Kylie and Kelsey. They fill their weekends with travel sports including volleyball and softball and enjoy spending their free time attending live sporting events such as the WNBA, Dodgers, Lakers, Clippers, Rams and USC Women’s volleyball.
