Thousand Oaks Library Goes Fine Free 

A library card provides people of all ages opportunities to explore new worlds through access to materials, services, and technology. By eliminating fines, economic barriers are removed, and patrons can rediscover all that their library has to offer. For these reasons, and following a unanimous City Council vote, the Thousand Oaks Library joins 280 library systems across the country that have gone fine free. The Thousand Oaks Library will no longer charge fines for overdue library items beginning Thursday, July 1, 2021.

Data from other libraries indicates positive results, such as:

  • Increased access to materials and services
  • Reduction of inequities resulting from overdue fines, especially for children
  • Improved customer relationships with the library
  • Increased staff time and efficiency

Research shows that small fines do not impact the return rates of materials. However, patrons are encouraged to return materials in a timely fashion to the Library, so others may enjoy these shared resources. Patrons will still be responsible for paying for lost or damaged items beyond normal wear and tear, plus a processing fee. The Library staff will work with patrons to clear old fines from their accounts after they return past-due items at either Grant R. Brimhall Library or Newbury Park Library beginning July 1, 2021.

The Grant R. Brimhall Library will be open for Expanded Summer Hours beginning on July 6, 2021. Hours are Monday through Friday from 10:00 a.m. to 5:00 p.m. and Saturday and Sunday from 12:00 p.m. to 4:00 p.m. Hours at Newbury Park Library will be expanded at a later date and patrons are encouraged to use the 24/7 Hold Lockers to pick up materials outside of the library’s open hours. Drive-up Curbside will end on Monday, July 5, 2021. Starting Tuesday, July 6, 2021, patrons may still pick up holds using Curbside-By-Appointment.
