Welcome to the City of Thousand Oaks Online Services via Click2Gov. The City is pleased to present our citizens with this secure site which offers a convenient and quick way to access City services anytime. The City currently offers access to the following services online:
Using this free service, utility customers can:
- Make credit and debit card payments (using Visa & MasterCard) for your City Water and Wastewater bill.
- View your account information (balance, payment, billing history, consumption history & service summary)
Your account number, personal identification number (PIN), and an active e-mail address are all you need to access your information. Temporary assigned PINs are distributed via your billing statement, located under the Service Address on the top right side of your bill. This PIN will continue to display on the statement until you log in and successfully register your own private PIN. Once registration is complete the PIN will no longer display on the statement.
To access online utility billing or obtain utility billing registration instructions, click on the menubar located to your left.
To access online building permits click the menu bar to your left. In order to access permits you will need an application number and a PIN number. The application number and PIN number are printed on the PERMIT form that was given to the applicant when the permit was issued. If the application is still in plan check, then refer to the “Application Inquiry” form that was given to the applicant at the time the plan check was submitted to the city. The application number is located on the top of this form and the PIN number is located at the bottom of this form.

Using this free service, business owners can:
View Business License account information online and
Pay annual taxes and fees to complete the annual renewal of your Business License online using a Visa or Mastercard.
A Business License number and a Personal Identification Number (PIN) are all you need to access your information or renew your Business License online. Both of these numbers are located at the top of your annual Business License Renewal Notice.
