Welcome to the Purchasing Division of the City of Thousand Oaks and thank you for your interest in doing business and providing products and services to the City.  The Purchasing Division is committed to maintaining a fair and open purchasing process for the City and its vendors while obtaining the best possible product for the City in a fiscally prudent manner.  The City's purchasing organization is decentralized with centralized oversight by the Purchasing Office.  Operating departments partner with Purchasing in the procurement of supplies, equipment, and services.

Legal Authority
The City of Thousand Oaks procurement authority is governed by the
Thousand Oaks Municipal Code Title 3, Chapter 10 and the City of Thousand Oaks Purchasing Ordinance.

Local Preference Program
The City has a local preference program of 1% which will be applied to City of Thousand Oaks businesses for the purchase of materials, supplies, equipment, or non-professional services.  This does not apply to professional services and construction.

Bidding Opportunities
Purchases of $30,000 and over are procured through a formalized Bid or Request for Proposal process and are posted on the web page; suppliers who have registered for the specific commodity code/category will receive an email notification of the posting.  All guests to the website can view solicitations and bid results, and bid award information.  However, to download the bid document and addenda, and to receive the email notifications, you must be a
registered vendor.
