Housing Rehabilitation Loan Program

Property Must:
  • Be located within the City limits of Thousand Oaks.
  • Have a clear title.
  • Be covered by property insurance.
Eligible Property Improvements:
  • Hazardous conditions related to the health, safety and welfare of home dweller.
  • Weatherization including roofing and window replacement.
  • Aids for mobility including grab bars, lever door handle, ramps and lower sinks.
  • Repair or replacement of deficient plumbing, electrical, and heating systems.
  • Earthquake reinforcement of retrofitting.
Loan Products - Depending on the Qualifications of the Applicant:
  • The Single Family Dwelling Amortized Loan Program provides financial assistance to Lower and Moderate income households. The maximum amortized low interest loan amount allowable is $30,000 with a fixed rate of interest to qualifying borrowers of 3%.
  • The Single Family Dwelling Deferred Loan Program provides financial assistance to Extremely Low and Very Low income households with a 0% deferred 20 year loan and a maximum loan amount of $30,000 with no monthly payments. Loan becomes payable when the property is sold, refinanced or changes title.
  • The Single Family Dwelling ADA Deferred Loan Program provides financial assistance to Extremely Low, Very Low, Lower and Moderate income households with a 0% deferred 20 year loan and a maximum loan amount of $30,000 with no monthly payments. Loan becomes payable when the property is sold, refinanced or changes title. Assist households with a physical impairment that substantially limits one or more of the major life activities of such individual which affects the abilities to access or function in their residence or home.
  • The Single Family Dwelling Forgivable Loans is a 10-year forgivable loan to Extremely Low, Very Low and Lower income households with a maximum loan amount of $10,000.
  • The Mobile Home Forgivable Loans is a 10-year forgivable loan to Extremely Low, Very Low and Lower income households with a maximum loan amount of $5,000.

Program Assists Owners:
  • Identify health and safety hazards.
  • Prepare work write-up for bid process.
  • Design a loan package to fit homeowner’s budget.

Information for Contractors:

The Agency and City of Thousand Oaks does not maintain a contractors list and does not recommend any particular contractor or source to the homeowner. Contractor and homeowners would need to contact each other directly. Contractors would need to obtain bids directly from homeowners. Selection of the contractor is the responsibility of the homeowner

Contractors must have the following items in order to bid for projects:
  • Contractor’s License
  • Liability Insurance
  • Workman’s Compensation Insurance
  • City of Thousand Oaks Business License
Applications are currently being reviewed and homeowners may be seeking contractor bids for the following projects:
  • Single family residence – Reroof, chimney repair, replace French doors, and restucco.
  • Single family residence - Replace Windows.
