Neighborhood Speed Awareness Program (NSAP) The Neighborhood Speed Awareness Program (NSAP) is an educational program created for residents to help reduce speeding concerns within their neighborhoods. Community representatives such as Neighborhood Watch Groups, Homeowners' Association members, or citizen patrols are trained to monitor speeding using City-owned radar equipment. License plate numbers and speeds are recorded. The registered owner of the recorded vehicle may be sent warning letters signed by the Traffic Bureau Sergeant notifying that the vehicle was observed speeding. Safe Route to School Program The Safe Routes to School Program is a construction reimbursement program designed to improve the bicycle and pedestrian safety of school age children. Projects must be located on public property. The State provides 90 percent and the City provides 10 percent of the project funding. The City's request for project funding from the State of California Safe Route to School Program has been approved for crosswalks located at both Banyan Elementary School and Colina Intermediate School. Banyan Elementary School's project includes a lighted crosswalk pedestrian system with advance flashing yellow beacons and LEDs embedded in the crosswalk at Lynn Road and Knollwood Drive. Traffic calming features will also be installed along Knollwood Drive. Colina Intermediate School will also receive a lighted crosswalk in front of the school, with advanced flashing yellow beacons and flashing LEDs embedded in the roadway of Hillcrest Drive. |
