On January 11, 2005, the Thousand Oaks City Council, acting pursuant Sections 36600 of the California Streets and Highways Code, established the Thousand Oaks Boulevard Property Business Improvement District (the “BID”) and designated the Thousand Oaks Boulevard Association to act as the “Owners Association” for the administration of the BID. The BID levies, and the City collects, annual assessments on the commercial private properties along Thousand Oaks Boulevard located within the District (“Assessments”). The BID Board at its noticed and open public meetings in the City Hall decides how to spend those assessments, which expenditures must be consistent with the BID’s Management Plan set by the City Council.
