2018 Trash Bill Increases
On November 14th, the Thousand Oaks City Council adopted new rate increases for trash and recycling services. Solid waste service rates are adjusted annually in accordance with the exclusive and non-exclusive franchise agreements, and are based on the Consumer Price Index (CPI) increase of 2.8 percent (August 2016 – August 2017) as published by the Bureau of Labor Statistics. The adjusted rates are effective January 1, 2018. The standard monthly residential service rate will increase from $30.01 to $30.83.
Recent policy changes in the Chinese export market is having a profound impact on the domestic recycling industry, causing disruption in processing the flow of recyclable materials and increasing costs for material processing facilities and waste haulers. To reduce contaminants and enhance the quality of recyclable materials, material recovery facilities have had to significantly slow down their sorting conveyors and nearly double the number of sorting staff in order to produce an acceptable export product. As the domestic recycling industry adapts to these changes and increased costs, it will likely necessitate adjustments and additional increases in commercial and residential solid waste/recycling rates in the coming year. Public Works Sustainability staff will work closely with the City’s franchise waste haulers and material processing facilities to analyze these costs, increases and adjustments, and will notify City Council and residents before such changes are implemented.
